Approach to the role of Mayor

• Collaborate with Council colleagues

  • - Ensure Council members have the information they need to make decisions and engage in effective discussion at the Council table

  • - Avoid use of strong mayor powers to make decisions by building consensus among Council members and maintaining respect for differing points of view

  • - Consult with Council members frequently to ensure community concerns are represented and addressed

  • - Make appointments to boards and committees based on the strengths of individual elected members

• Engage with community members

  • - Conduct annual pre-budget consultations and seek feedback to ensure budget proposals reflect community priorities

  • - Hold regular office hours and maintain an approachable community presence so residents are always able to put forward their concerns

  • - Communicate frequently with the community to inform residents about upcoming Council business, major decisions and municipal initiatives

• Be a community advocate

  • - Represent community members and Council effectively in interactions with staff to ensure service delivery is aligned with community needs and Council intent

  • - Work with provincial, federal and private sector partners to achieve results for our community in areas that affect residents but fall outside of areas of direct municipal responsibility

  • - Establish effective, collaborative relationships with the United Counties of Leeds-Grenville Joint Services Committee and Counties staff to help ensure Brockville’s housing, social service, paramedic and other shared service needs are met
    
    

Economy and Regional Collaboration

• Work with our municipal neighbours

  • - Pursue economic development opportunities for new industry and housing stock

  • - Help develop seamless transportation services and connections across our region, including public and private transportation systems for people, materials and goods

  • - Ensure efficient municipal service delivery through resource sharing and procurement partnerships

• Continue efforts to attract a range of employers to our city and region

  • - Support the work of the St Lawrence Economic Development Corridor and Brockville’s Economic Development Department

  • - Consult regularly with the business community to ensure concerns are addressed and opportunities for local collaboration are realized

• Support skills development and retraining opportunities

  • - Preserve the presence of quality post-secondary education in Brockville through support of St. Lawrence College

  • - Work with community partners and businesses to help local workers develop the skills our industries need
    
    

Housing and Affordability

• Responsibly grow our community

  • - Encourage growth in a way that strengthens existing neighbourhoods and makes efficient use of Brockville’s existing land
    

• Support liveable, walkable neighbourhoods

  • - Encourage the development of secondary suites through building and planning policy changes, including Community Improvement Plans and grant or loan programs supported by other levels of government

  • - Cultivate mixed-use neighbourhoods that offer accessible recreational amenities, residential spaces, employment opportunities and services
    

• Increase supportive and affordable housing stock

  • - Work with the United Counties to establish more affordable housing units in secondary dwellings and purpose-built or renovated rental housing

  • - Cultivate a range of supportive, affordable community housing options in our city by working with community organizations and developers to provide affordable units alongside market-rate housing
    
    

City Administration, Services and Infrastructure

• Finance

  • - Restore a dedicated finance committee of Council to support the work of staff in meeting financial reporting and management objectives

  • - Propose responsible City budgets with modest levy increases that consider the tax burden for residents and funding obligations for infrastructure and city services

  • - Work with municipal colleagues from across the province to secure predictable, sustainable funding streams for community infrastructure, allowing comprehensive long-term planning at the local level
    

• Invest in transportation services

  • - Increase transit frequency and adjust routes to better serve users and expand ridership

  • - Expand the winter maintenance program for active transportation infrastructure

  • - Update parking regulations to allow more efficient use of existing spaces for residential and visitor parking across the city
    

• Build responsive capacity at City Hall

  • - Continue to improve the flow of information to and from City Hall with new tools for citizen engagement

  • - Ensure City departments have the staff, training and tools they need to effectively deliver services
    

• Proactive, responsible infrastructure renewal

  • - Increase annual road maintenance and replacement schedule, including active transportation infrastructure

  • - Responsibly invest in water and wastewater infrastructure to ensure service reliability, safety and affordability
    
    

Community and Accessibility

• Support families and young people

  • - Expand and renew community spaces like the Multi-Use Recreation Facility, the Youth Arena and City parks

  • - Work with community partners that provide recreation, entertainment, arts and cultural services
    

• Continue efforts to ensure Brockville is an age-friendly community

  • - Strategy to combat loneliness, including support for community groups that provide recreation and connection opportunities for seniors

  • - Ensure seniors can live independently, with access to services from community and healthcare partners
    

• Advocate for mental health and addictions support

  • - Work with the Health Unit, the Ontario Government and community partners to comprehensively address substance use

  • - Ensure local healthcare is appropriately resourced through consistent, coordinated advocacy with the government of Ontario
    

• Build an inclusive, equitable community

  • - Upgrade City-owned infrastructure to ensure universal accessibility

  • - Support community efforts to ensure universal accessibility on private property

  • - Continue community and corporate support of inclusion and accessibility efforts, building on the City’s anti-racism and multi-year accessibility plans
    
    

Climate Change and Sustainability

• Expand sustainable practices at City Hall

  • - Include information on the sustainability implications of recommendations in regular staff reports

  • - Assess sustainability implications when making fleet and asset renewal decisions
    

• Offer transportation options that will get cars off the road

  • - Incorporate the active transportation plan into regular infrastructure updates, upgrading facilities and closing infrastructure gaps

  • - Emphasis on public transit and active transportation investments in City budgets
    

• Ensure efficient, sustainable land use planning

  • - Encourage responsible intensification and repurposing of existing structures and properties for their highest and best use

  • - Build walkable neighbourhoods where life, work and play are convenient without a car all year round
    

• Develop green infrastructure across our community

  • - Allow property owners to harness municipal borrowing rates through local improvement charges, empowering new green infrastructure projects at no additional cost to taxpayers

• Expand and protect Brockville’s tree canopy

  • - Build a healthy tree canopy on city-owned land

  • - Encourage private landowners to plant and maintain more trees

  • - Preserve and expand natural habitat in our community and on City-owned properties
    

• Facilitate community efforts to keep our city clean and green

  • - Support citizen-led initiatives like Communities in Bloom, BRAVO, the annual community cleanup and many more

  • - Cultivate neighbourhood gardens in more parks and green spaces across the community

  • - Create an adopt-a-park program to help residents take care of local green spaces
